23 September, 2009 - In an operation conducted this morning in the Gjilane area, EULEX Police, supported by KP and KFOR, arrested four K-Serbs on suspicion of war crimes. The arrest was ordered by a EULEX prosecutor under whose authority the investigation is ongoing.

President Fatmir Sejdiu and Kosovo’s Foreign Minister Skender Hyseni have decided to coordinate lobbying activities for new recognitions for Kosovo also with the Albanian delegation in the UN General Assembly, which is led by Prime Minister, Sali Berisha. During the next two weeks, there will also be intensive lobbying for Kosovo on the part of the USA and some European countries. The British Ambassador to Kosovo, Andrew Sparkes, has also announced that exactly will be new recognitions for Kosovo during this month.
Serbian President Boris Tadic and Foreign Minister Vuk Jeremic are also visiting New York. Jeremic has stated that the Serb delegation will use all efforts to prevent new countries from recognizing Kosovo. Serbian officials will also be supported by the Russian delegation, in addition to the European countries that have refused to recognize Kosovo as independent.

Senator George Voinovich, member of the US Senate and also distinguished member of the Serbian lobby in Washington DC recently met with President Tadic of Serbia during his visit to the state of Ohio. Senator Voinovich has issued a statement, which was also published in Belgrade’s based “Danas”, saying that he fully supports the American view that the issue of Kosovo, in practical terms, is finished, and evaluated that the independence of Kosovo was the only solution for to the situation of injustice brought about by Milosevic upon the KosovoAlbanian population.

Eight Kosovo Serbs are expected to run as candidates for Mayor of Graçanica, new Municipality to be created in Kosovo as foreseen in the Ahtisari Plan. Elections will take place on November 15 which is the day of local elections throughout Kosovo.
Five of the candidates work in Serb parallel institutions, two in Kosovo institutions, whereas the eighth is Momcilo Trajkovic, well known Kosovo Serb politician and at present owner of an agricultural company.
Rada Trajkovic, another well known Kosovo Serb politician, earlier had announced her participation in the race for Graçanica mayor but she gave up at the last moment.
No Kosovo Albanian candidates will run for the mayor position of this new municipality.
Serbia should not join the EU without recognizing Kosovo

“Countries which have gone through conflicts can not join the EU without first normalising their relations. In this case Serbia should not join the EU without first recognizing Kosovo as an independent state”, President Ahtisari, former UN Envoy on Kosovo Status talks, told an audience of Balkans experts in Brussels. President Ahtisari expressed his regret for the differences inside EU over Kosovo since 5 out of 27 EU members have not yet recognized Kosovo. “The EU countries which have not recognized Kosovo should bare responsibility for the obstacles in the process of EU expansion”, Ahtisari said in Brussels.
New Kosovo Serb political entity running for Kosovo elections

Civic Initiative for the Municipality of Ranilug is the latest Kosovo Serb political entity which has been certified to run for the upcoming local elections. The Municipality of Ranilug is a new Kosovo Serb municipality to be created under the decentralisation plan as foreseen by the Constitution of the Republic of Kosovo. The authorities in Serbia are doing their outmost to discourage Kosovo Serbs from participating in the Kosovo local elections.

Ambassador Peter Feith, International Civilian representative in Kosovo and Europian Union Special Representative, today continued talks with President Sejdiu and Prime Minister Thaçi in an effort to find an acceptable solution for the technical agreement between EULEX and the Ministry of Internal Affairs of Serbia. Dr. Fatmir Sejdiu, President of the Republic of Kosovo,decreed today the Ambassador of the Republic of Kosovo to the Republic of Austria, Sabri Kiqmari. The decree was signed in accordance with article 84.10 and 84.25 of the Constitution of the Republic of Kosovo. The Republic Kosovo Diplomatic Mission is expected to open 18 Embassies in full capacity this year. Recenty Kosovo has established diplomatic relations with Saudi Arabia as well.

The reconstruction of the houses in Kroi i Vitakut burned by Serbs in 1999 began today on the bases of permit which was issued yesterday by EULEX and was supported by UNMIK. “EULEX is informed that tomorrow, Albanians will receive the required permission to start cleaning the two properties, in order to prepare the building site,” EULEX spokesperson Karin Lindmal said yesterday. After few days of interruption, the construction work begun in presence of large concentrated forces of police and KFOR. Serb inhabitants have gathered again today to mark their rejection. Kosovo Police reported that there are no incidents. Few citizens expressed their happiness that they were allowed to enter the area and they have requested that the rebuilding process not to be postponed further
President of Kosovo again rejects protocol with Serbia

Yesterday The EU Political and Security Committee Ambassadors fully supported the work of the EU presences on the ground (EULEX and EUSR), including the technical arrangements with Belgrade. EU claimed that this is a crucial element in fighting organised crime and will be to the benefit of all the people in Kosovo. However one day after the suggestion of the EU for the continuation of consultation about this issue President of the Republic of Kosovo came out with a statement saying that Kosovo continues with its firm position. “We have expressed our position. We will continue to cooperate with EULEX for the best of Kosovo however our position towards that document is very clear. We have closed the discussion about that and we gave our final word”, President Sejdiu told reporters today in Prishtina.
