Rohan: EULEX can not sign agreements without the approval of Kosovo
Albert Rohan, former Deputy of the UN Envoy for the Kosovo Status, told BBC that EULEX can not sign anything without the approval of Prishtina. “EULEX is created to help the authorities of Kosovo in the fields of justice and security but it is clear that it can not take over parts of Kosovo’s sovereignty. EULEX has some executive authorities but nonetheless it can not challenge the sovereignty of the Government in Prishtina”, Rohan told BBC adding that the Government of Kosovo should be involved in the creation of all agreements and relations and it should give its full consent on the substance of the cooperation with other countries in the region. Rohan also said that EULEX can not force the Government of Kosovo to sign anything but it should try to persuade the government for the good of these agreements and to find ways to implement them together.
